His willingness to do it is apparent in his voice. If it's not overly apparent, he slides his hand along Tony's leg to grip at his thigh lightly, eyes moving over his body and up to his face. A naked him in the shower seems distraction enough. While he has no desire to press Tony into anything he doesn't want to do, he's said he's open to going. Justin can't imagine he wants to spend a good chunk of time dealing with what would probably be the same handful of questions repeatedly. He can't imagine anyone would want to really deal with it.
If Tony had any doubt in his mind that Justin wasn't willing to take a few minutes out of his day to send an email or call a meeting about his presence, he was mistaken. And if he thought Justin wasn't serious about making sure it didn't happen...

I'll blow you for every time you can recall."
